If U.S. domestic law cannot address these behaviors, does that mean international mechanisms become the only channel for accountability? And when another country seeks an investigation in The Hague, how can the U.S. prove that its actions comply with international law?

There are laws, that's true, but the key question is: are these laws really being strictly followed in such actions?

If a country's military actions in international waters can be justified as "necessary," then shouldn't we also ask: who draws the line on necessity? And when behavior begins to resemble that of the targets of our criticism, how can we ensure that we haven't crossed the moral line?
