No a form of government is dictated by ideology (and material conditions) but it’s not the same thing. USA and USSR were both federal republics but they were not of the same ideology. You have to make further distinctions like for example that one was capitalist and the other was socialist.

Federal and constituional republics are forms of government not ideologies. They may or may not engage in imperialism depending on the ruling ideology. The USSR for example was a one party parliamentary federal republic that funded many decolonial movements throughout the last century.

Yes socdem countries have participated in imperialism. The maintaining of social programs is done through unequal exchange with third world countries. Also for example the devastation of Iraq in order to secure the price of Oil in the Gulf War in which most european socdems participated.
