In the past, I've used AngleSharp for that. It can be loaded into PS and then used to traverse programmatically withoutt RegEx.

Unfortunately, I don't believe that exists out of the box. You might be able to make Hush Line work (and it's open source) since it has an integration with ProtonMail. The challenge is the routing, could use custom ProtonMail accounts and route to those maybe. Tough one.

The request is a platform where both sides can't tell who is asking and who is answering? There are a few things out there (though I cannot vouch for any of them without more research/testing), that MIGHT work (essentially whistleblowing software).
