The rep for #SoundCloud says "licensed content" is prohibited from use, but @renderg.host makes the excellent point here about music *not* licensed by major labels - i.e. smaller artists.

Here are the extra parts from the linked terms. Not a lawyer, but it reads to me that if you do not have a "separate agreement", they can do what they want legally. They state you can opt out through the permissions tab of track edit, but many have reported today that this doesn't exist.
