Unsurprisingly. The EBU likewise for tying the rule changes to the vote on participation - the implication before the meeting had been that it would be two separate votes (i.e. delegates could vote for the rule changes and for a vote on participation) but that didn't happen

This would often be the problem with splitting musicals for a movie - the first half will end with THE big number and a cliffhanger, and the second half is grand when watching all in one go, but won't feel the same in a separate long movie.
