A filed amendment may be marked as having been consolidated, but a close reading of the consolidated amendment reveals that the original amendment’s language has been changed or left out entirely.

This week, the legislature worked through some of the 1650+ amendments filed to the 2026 budget (H.4000), largely by consolidation. Consolidated amendments A, B, C, + D passed with few dissenting votes. Take a look:

We transparency advocates were reading closely too.

On our radar: the language in the House's joint rules package that would make committee votes public (leadership's big win!) differs significantly from the Senate language and our language proposed in the Sunlight Act.

Rumors have been flying that the debate would take place Tuesday. Yet, as of 12 P.M. today, no formal session had been scheduled for this week. After Act on Mass placed a call to the House clerk's office, the session was posted on the website - giving the public barely 24 hours notice to mobilize.
