Personally, I want this paper to get more political philosophers interested in topics involving emergency/disaster management and think this paper is a nice introduction to the topic.

Personally, I want this paper to get more political philosophers interested in topics involving emergency/disaster management and think this paper is a nice introduction to the topic.
In this article, I provide a normative groundwork for theorizing about justice issues in emergency and disaster management. I also argue that most theories of justice, not just utilitarian and liberal egalitarian ones, give the state an obligation to invest in emergency and disaster management.
