It was a 'service manager' who said to this person that before an application was made they needed permission from the 'service manager' can't go into many more details as trying to keep confidence.

Hi, recently heard from a very reliable source that MOE are now requiring 'permission' to apply for ORS. If you have had any correspondence with MOE staff go to them first. Alternatively ring your regional office and ask to speak to 'resourcing'
