yes, you do have to win elections. it's not totally clear that pandering to voters works better than sincerely believing in something that appeals to them, though.

being racist does not require strongly held beliefs. indeed, it's actually easier to be racist when you don't believe in anything strongly, such as equality under the law, fairness, or decency.
