In Hong Kong, yes, but the bamboo scaffolding was not the problem: the nets used to cover it are highly flammable. Flame-retardant mesh nets are more expensive.

I don’t think it’s the bamboo per se that is such a fire risk but the netting they use with it is apparently highly flammable. There is more expensive flame-retardant netting available.

I was in Hong Kong and it came on the BBC World Service around 3pm. I was visiting some English friends who were shocked and a bit shaken. I think Diana’s youth and high profile was what made the news so shocking.
