Yeah the plastic pretty much blocks the wood getting humidity, which makes sense in itself but it does produce static charge. If you want to look at it from a industrial standpoint you can check out ESD/EPA protection

So technically speaking things like simply walking over a rug accumulates electricity, or wearing woolen or fleece clothes for example as the materials generate a static charge by rubbing together. Also they insulate so the electricity does not get discharged regularly
