ok Fernandes and Morse had a back and forth I really struggled to hear but HalifACT critical infrastructure stuff is going to be hopefully ready by the time council looks at the capital project budget

Morse is worried about the HalifACT items that are not on track. How are we going to do better on those? How do we make progress on the green network plan (she was expecting a report on that she didn't get)? During the budget process can there be a joint presentation from climate and transit?

Steele is asking what about requiring developments to have a tree buffer? Like if we are cutting down trees left and right for development but delaying morris for like 3 trees that might be at risk, isn't that weird?

Steele is asking about internal regulatory barriers, not the ones from other orders of government. I think staff is saying height in stories rather than metres is something good we are doing, also height restriction exemptions for solar panels is good.

Fernandes on resilient communities: extreme weather events are a focus, they model different approaches, finding out How much will it cost us if we do no mitigation? How much will we save if we invest in advance?

Winters says yes there is a largely internal prioritization process which is mostly about doing highest impact things first. There are seven working groups: including decarbonating buildings, electrify fleet, resilient communities, and resilient critical infrastructure.

St-Amand is coming back to Austin's point that we need to be judicious with our time. Even if it's unspoken there is probably internal triaging of actions. Is there a way to explain to us all why we prioritize certain HalifACT actions over others?

Winters says the best way to use money is to apply a climate lens to ALL our decision making, same deal as what gender equity teams want. She's saying pls remember this when budget season comes. This is an affordability plan and HalifACT is an investment plan.

Austin is making a bunch of positive comments including isn't it nice that HalifACT is making life more affordable for all of us? anyway back to the bad stuff in 1980 when Austin was in elementary school we already knew about climate change and just hit snooze.
