Yes but we can give a similar ability, by making living cheaper and by making it so cheap that parents can afford to stay home more and parent, enjoy the joys of parenthood.

Ultra wealthy have more kids because they can afford it, afford the care, and afford the time for the reward of parenting.

Also id like to add in the baby boomer era, a household averaged only 20-30 hours per adult if you assume the mother did not work and the husband worked 40-60 hours per week. With the value of a stay at home mother.

That graph from the thumbnail shows a difference of .2 children more on average per household in the lowest income group. Not that high of a difference. Especially when you consider that's low enough to get subsidized housing, food, healthcare, and likely transportation.

If we politically are concerned about the population, then ultimately we need to make the world friendlier to making a family in the first place. Things are just plain too expensive for the average family to have kids and we should shift our focus on that.
