If your frost line is less than 24" deep, it might mitigate any concerns for freezing in the winter, give you a lot of storage capacity, and not take up above-ground real estate.

Silly question, as I live near Seattle and water isn't (currently) an issue:
Would an underground storage tank, like the plastic septic tanks ~500-1k gallons) be viable?
