That‘s what Hart argues, and very plausibly. Qualia are not limited to sense perception, but also apply to imagination, (day)dreaming, thinking, et cetera. Basically all that the mind does.

Well my theological commitments tend to be quite in flux, but at the moment I find Hart's theological vision (which is basically Western metaphysics) quite compelling.

But I think it's a common confusion that God's timelessness or immutability or impassibility (etc) somehow means God is a static 'cold' object. He's the very opposite: being, consciousness, bliss, not limited or conditioned in any way by any realities outside of it.

It is static if you compare it to a tripersonal perichoresis concept of the Trinity, with three centers of consciousness etc.

Well it's definitely very monistic, but it shouldn't be interpreted as static; the changeless motion of intellect is life, not the absence thereof.
One could say that God qua consciousness thinks himself qua being, and that this erotic movement of intellect is God qua life. Father, Son, Spirit.
