Dangerous and aggressive drivers are emboldened by a lack of enforcement. Knowing they face no repercussions empowers them to continue to escalate. He was so comfortable and confident because nothing will happen to him. He'll do this again to someone else, but next time he may not stop at threats.

He follows us into the restaurant, and as I am on the phone with police dispatch, he continues to escalate and threaten us in front of diners. He eventually steps outside, but stands in front of door, blocking our exit. When SPD cars pull up minutes later, he gets in his car and drives off. 3/

He slams on his brakes and starts yelling and threatening us. We do our best to ignore him and walk away, but he pulls a u-turn, driving up on the sidewalk to block our path and continuing to berate us. I immediately call 911, and we step into an open restaurant trying to get away from him. 2/
