Abby - the CFPB pays for itself and hasn't cost taxpayers a dime. How could that be waste, fraud and abuse? The EPA caught diesel enviro cheaters and fined them billions of dollars that went straight into the US coffers, not EPA budgets (that would be illegal). How is that waste, fraud and abuse?
