A country has to decide what/how they are going to accomplish that.. which is what laws are for. If you call it a right, you've effectively given judges a carte blanche to reshape society.

You can't eat the commons though. Maybe 5,000 years ago you could forage... But now you have to farm. Air is a naturally replenishing commodity, food is not with 8 billion people.

But rather than focus on healthcare, they could make demands that highlight the illegality/authoritarianism here... riders prohibiting unconstitutional ICE practices would be one. Might not stop anything but would highlight this is illegal.
