Once that (illegal) occupation is lifted and international order has been restored -which the UN General Assembly has called for until September 2025- Palestine would meet the criteria of effective state authority and, at the latest, qualify as a state.

In the case of Pal., core functions of government (border control, citizenship admin.) are currently exercised by Israel. That is the reason Germany still remains cautious in recognizing Pal. But: This control is largely rooted in an occupation the International Court of Justice has deemed illegal.
