This probably goes without saying, but if Johnson thinks that, he is not a fit leader of the House. Because he would not know the rules as they stand. He may just be hoping one of the other 217 change their minds, and Since a few of them are Republicans, he’s probably banking on that.

It doesn’t matter if he signs it or not. 218 sigs brings the bill to the house floor by rule. Matt or Aftyn’s signature represents 219. As long as an existing signature doesn’t get removed voluntarily, by resignation, by member removal from the House, or by death. Rep. Grijalva is the 218th.
