I don’t think that’s correct. Other legendaries have backgrounds in their text from set 7 and 8. Goofy has pancakes and even mickeys hand, while Bambi has some flowers/forest foliage. Maybe I don’t understand the fact here so please let me know if I’m wrong.

One suggestion, make Glinda’s shift target a Galinda to reference her name change after dr dilimounds death. Similar to Turbo and king candy cards in set 5
