Relevant text from the letter. Such regular, sustained action is beyond anything excusable by fog of war.
Children are universally considered innocents in armed conflict. However, every single signatory to this letter saw children in Gaza who suffered violence that must have been deliberately directed at them. Specifically, every one of us who worked in an emergency, intensive care, or surgical setting treated pre-teen children who were shot in the head or chest on a regular or even a daily basis. It is impossible that such widespread shooting of young children throughout Gaza, sustained over the course of an entire year is accidental or unknown to the highest Israeli civilian and military authorities.

There was a PLOS One study in 2017 on how both sides dehumanized each other, but there was a striking part about how many Palestinian civilian deaths were acceptable to save an Israeli soldier and the "modal response was the maximum value allowed".
Israelis’ hostile orientation towards Palestinians was also expressed across the outcome measures: participants in our sample reported experiencing strong negative emotions towards Palestinians, exhibited relatively low willingness to negotiate, low support for concession making, high support for collective aggression, and strikingly high acceptance of civilian casualties. On average, participants indicated that they would be willing to kill 575 Palestinian civilians in order to save the life of one Israeli soldier wounded by a Palestinian militant. The median for this measure in our sample was 990 Palestinians, and the modal response was the maximum value allowed (i.e., 1000 Palestinians, selected by 49.9% of the sample).
