And the only reason the private companies are doing a "better" job is because the companies have money to burn and NASA is already severely underfunded.

Pretty late response, but she was basically "Steve Irwin, but penguin". Aussie accent, loved animals and taught players the importance of wildlife conservation.
Also, if the player was in the EPF (penguin CIA), she, too, was a secret agent; specifically the handler for the Elite Puffles (K-9 unit).
