It sure sounds like its dead, but it has no legal basis. Legislation would have to put forward in the fall. If Trump tries to screw us over for some item, or even if the negotiations fail to realise an agreement, Carney could reverse that verbal hold.

The aluminum and steel tariffs at 50% would have crippled our steel, hurt our aluminum but would have also put hurt onto US industries and markets.
