Sure, he flirted with (and seriously studied) neoliberalism for a bit, but he also tore into economic elites and systems of domination. That's not odd in my opinion, it reflects his refusal to commit to a single doctrine and his interest in exploring diverse perspectives.

He never wanted to box himself into a political identity/party, but he consistently stayed critical and sided with marginalized folks and defended personal freedom/autonomy and self-shaped ethics. There’s even a libertarian tint in there (not in the economical sense but in the philosophical sense).

I don't think “radical leftist” really sticks to Foucault. The French radical left back then was super state-heavy and revolutionary and Foucault distrusted anything that concentrated power: he saw state institutions (welfare included) as mechanisms of normalization.
