With insulation and double glazing etc, houses just cannot breathe like they did in the draughty old days. Opening windows is so important nowadays.

Also, families living in poverty cannot afford to keep homes warm

I had lived in my house for 20 years with no condensation issues. I rented it out to a family of 4, and within 3 months, the walls were mouldy. Had a PIV unit installed, which solved the problem since I couldn't rely on tenant to open windows.
