stacking people into pods like this definitely strikes me more as a business than affordable housing. But 300k is prohibitive. Its not ideal but if people want to do this lets let them.

just write a bill in CA that says if your construction helps tackle climate change you can skip much of the process/fees. Make the definition somewhat vague
