This NOAA person ensures hatchery fish are produced correctly. She’s gone, but the laws are still there—ESA, treaties, etc. Nobody knows if you can release the fish w/o a NOAA OK. Or if you do, what you can do w/ them. Decisions gotta be made now, 'cause hatcheries need to release fish on time. 7/14
