I also had to look it up. It means more generally "unrelated" or uncorrelated.

They will arrest 20 and say "they are criminals, including a sex offender, and robber, a serial DUI offender." And the other 17 will not have any crimes worse than unauthorized entry. We saw this over and over last time.
