Imo, he plans to cause mutiny against the Mayors and Gouverneurs in the blue states and cities, he behaving like he is in charge of the Police Force, if Police Force goes against the State it will give him a good excuse to order the National Guard to get in!

In autocratic countries the elections result is known before people put their ballot in the box! In a small country on the Balkans the party in power has developed a system of man-marking to have real time info about every voter, their political preferences, their weak points, family employment 1/2

There's no redistricting to save those POS of GOP! The only way they can hold on power is to touch the voting ballots directly, either by damaging the ballot boxes, make vote by mail inaccessible, threat voters, disqualify in mass voters in blue states and swing states, change the result in paper!
