I think the UK will come around. Brexit didn't work out like they thought it would and I think they're realizing that just being America's friend isn't a solution anymore. The EU must become more centralized. Existing treaties need to be adapted to the new political reality.

The EU needs to develop an umbrella federal government with the countries being like states. They must truly unite, and in order to do that, they must give up some of their independence as individual countries. Until then, they will be a fractured loose association and not a true regional power

Unaffordable for most individual countries. That is why the EU must unify under one EU funded military, not 27 different militaries that occasionally train together. One military, one supply system, one chain of command.

It really is I think. Using them on the zero line would result in a big loss of pilots and aircraft for limited return. Preserving their trained pilots to fly another day is critical.
