In the US, law enforcement is constrained by the Constitution and accountable for its actions. When they detain people without warrant or probable cause, and when they use unreasonable force, ICE officers don’t qualify as “law enforcement agents”.

In light of the statistics, the only plausible premise behind Mike’s “human heart” and “mental health” formulation is that Americans are the most heartless and brainless people on the planet.
