They are throwing any shit they can find on the wall hoping it sticks. But it still stinks and the courts will shoot it down. SCOTUS should be plenty busy.

That is true of many agencies. Something is going to happen (like the pandemic) that will throw things into total disarray and they won't have a clue of how to cope with it.
