We figured it out! The Steam version of LSL is licensed from Codemasters, which was recently purchased by EA, who maybe chose not to renew the license
The GOG versions are staying up, at least! But as with so many of these cases, it boils down to "rights nightmare"

I found an old Steam thread where Assemble said they'd licensed it from Codemasters. If EA owns Codemasters now maybe they can't renew it easily? steamcommunity.com/app/763970/d...

Original developer was Sierra.
Trademark owner is Codemasters (they have acquired the IP).
