Another possible source of ground truth for this could be the Mapillary road marking detections. I found that the "give way" detection works for finding speed bumps. You can also get information about when it was detected. www.mapillary.com/app/?lat=42....

IMHO 日本語上手 is the same vibe as when you tell a kid that's just barely learning something that they're "doing so good!" even though they still aren't very good because you want them to keep trying

For safety it helps that the cars are somewhat smaller than in the US. But you still see instances of people getting run over by trucks or crazy taxi drivers in Tokyo. I'm concerned at how most people don't wear helmets.
