If Donald Dump was ever able to end FEMA, that would be the end of his administration. Most of the states that depend upon FEMA are the red states. Hurricanes are the biggest cause for requiring FEMA assistance. Of course, flooding, wildfires, earthquakes, and other disasters come into play as well.
