If you say "APAC friendly time", then it should be literary APAC friendly, say daytime for APAC people. 9pm in Japan and 11pm in Australia is NOT friendly to us, I would say.

I feel like Go code base is no longer a good sample to learn how to write good commit messages. At Google, we were taught to elaborate on commit messages to help reviewers and readers in the future understand the intention and the overview of the commit.
