OK now I know why temps went down:
BIOS was reset for some reason and it disabled PBO (soft CPU overlock) and put my RAM back to 4800MT/s.
Renabling everything put temps back to 42-45C just like in the O11D-XL case.
Stock settings for 9800X3D will lower temps to 37-39C idle.

T600 = 37-39C
