我提出“驾照理论（CRC认证）”：文明的生路不在于“普选”，而在于“准入”。民主是理性契约，而非无知者的狂欢。威尼斯共和国《黄金册》告诉我们，筛选出一定比例具备逻辑与事实辨识力的公民选举产生新政权。他们会很好的提供秩序，还能够防止昏君和暴民。通过培训和考试继续扩大选举范围则是下一步。
