He was based off of the world of Warcraft expansion that involved underground biomes. He got blasted out of the capitol city and lost in the underground where he got corrupted by the biome and became a glowing mudskipper type creature fit for the underground biomes he landed in over a period of time

Yeah, if he’s wet for too long, he’ll shift into fish form and be stuck like that until he has the energy to will it away
