In the US, money wins elections. Research has clearly shown that. It's not always true, of course. But it has a major influence. Being in office also gives them access to donors and dark money through corruption that new politicians can't have. We also have a saying about it, "the devil we know."

No. It is not replacing the voters' work. It is a flawed system, a system that manipulates voters and makes their votes less their own. By forcing new blood to take the position, it forces old established money out. It instills power in the people and corrects for the systems' weakness.
