Oversimplification. One major thing stopping it is people don’t want shit tons of the infrastructure we need to be built near their homes and green spaces. Pylons, solar farms, more wind farms. People against it include environmentalists.

Strictly it means two. But it differs in practice according to context. “Pog and Urska are a couple”. Could never mean more than two. But “there were a couple of incidents on stage 5” means approximately 2- a very small number more than 1. But not so important they are worth counting exactly.
