Stop promoting this repeatedly-debunked myth. This is revisionism from October last year - it was never reasoned at the time. Johnson blames the MAC, falsely, for the bulk of the low-quality migration, and takes the credit for the Ukraine and Hong Kong schemes. There is nothing else behind it.
