Once food pantries empty, let the legacy system tackle the problem. Once they fail, deliver metal to your local pantry and tell them to find a vendor willing to exchange food for it. Tell them not to worry about reporting requirements right now because feeding people is more important.

It is more important to care for those who are helpless than those who are not, for the helpless rely upon care while the able can care for themselves. Since funds are limited, able-bodied individuals should be excluded from UBI until all disabled, elderly, and children are cared for.
