A million reasons why homeless sweeps are ineffective but one of the nuggets we got from talking to service providers is that they often dispose of IDs and cash that are lifelines for people trying to transition out of homelessness
Operation SAFE failed Tulsa. Not only were these executive actions callous and disruptive, they were also expensive and ineffective, as measured against state officials' own declared (albeit shifting) goals.
