Our latest research has found stark inequalities in the distribution of SEND pupils across England’s mainstream schools.

In 2024/25, primary schools with the highest rate of pupils with EHCPs, had, on average, six times as many as those with the lowest rate.

Our new research has found more than half (56%) of pupils with Education, Health and Care Plans (EHCPs) - are now educated in mainstream schools, up from 49% in 2015/16, with the fastest growth in primary settings.

Some mainstream schools in England have 6x as many pupils who need learning or behaviour support compared to those with the lowest rates. The findings come from new #NuffieldFunded research by @thenfer.bsky.social which explored the spread of pupils with special educational needs & disabilities.

We will be launching new research tomorrow that explores how pupils with SEND are distributed across England’s mainstream schools.

The report, funded by @nuffieldfoundation.org, comes ahead of the delayed schools white paper, which is set to outline the Government’s SEND reform ambitions.

Recent analysis suggests that the fall in the number of primary school pupils since the 2017/18 academic year is now also having an impact on the number of classes, class sizes and school staff numbers, with the falls more acute in London.
