This will not happen, as it's a federal issue not a state issue. Gavin Newsom is just ryiong to be relevant in his run-up to running for president in the 2028 election. He's a failure. a puppet and does what he's told, and most people in CA underatand that.
Could make arguments either way on whether this is a direct violation of Article I, Sect. 10, Clause 3. Not that I oppose it. Time for states to start exercising authority in weird ways, regardless of whether they have such authority.
