The real "benefit" cheats are the wealthy. They employ £1k per hour accountants to use shell companies and offshore accounts so they can avoid paying their fair share of tax. No wonder there's nothing left and nothing works anymore. The rich don't care they can afford to live extravagantly.
Leave the poor alone and start targeting hoarded wealth of the elite within Britain & those who actively evade tax.

63% went to 6m 40%/45% tax rate payers.
37% to 28.1m basic rate taxpayers.
By fixing the relief at 20% Govt can reduce inequalities, have £14.5bn spare for social investment.
