Although the U.S. is an influential actor, it cannot unilaterally change the international laws governing armed conflict. The U.S. remains a state party to numerous treaties, like the Geneva Conventions, that will remain in force despite overhauls in legal personnel.

This is a big deal. France changed its position on immunity in order to secure Lebanon ceasefire deal. now arguing that Netanyahu (indirectly also Al-Bashir and Aung Hlaing) has immunity against ICC prosecutions.
