At the center of Priscillia Bustamante's dissertation is a documented story that NYPD officers do rape New Yorkers and are getting away with it. It isn't just a NYC problem, its a national issue. Priscillia did this research in partnership w/ more +200 NGOs in NYC advocating for police reforms.
